1st Nat’l Gov’t Employees Summit on IP rights held

BAGUIO CITY (April 14) — Twenty-five government employees from various parts of the country convened last April 1 to 5 here in Baguio to hold the first national summit on indigenous peoples’ rights for government employees. The participants issued resolutions to support indigenous peoples, asked congress to repeal the Mining Act of 1995 and to strengthen the Free and Prior Informed Consent of the Indigenous peoples’ Rights Act (IPRA).

City Mayor Braulio Yaranon welcomed the delegates in the opening program for the activity while Rev. Fr. Dave Tabooy, parish priest of the Episcopal Church of the Resurrection, gave the Invocation.

Rhoda Dalang of Dinteg (Cordillera Indigenous Peoples’ Law Center) shared the rights-based framework for development which was the fruit of their collaboration with the United Nations Development Program (UNDP). She claimed that the framework could be pushed by government employees for the Philippine government to adopt and ensure indigenous peoples’ rights in the planning and implementation of government projects.

The situations of indiginous people locally and internationally were shared by the following speakers: Joan Carling (Chair of the CPA); Shelina Thawer (MRG Asia and Pacific Coordinator); Colette Kuizon (IN PEACE-Mindanao). Atty. Leilene Gallardo (NCIP-CAR Executive Director); Lulu Jimenez and Mila Singson (APIT-TAKO).

Mr. Michael Umaming, chairperson of the Confederation for Unity, Recognition and Advancement of Government Employees (COURAGE) – Cordillera, shared the Situation of government employees.

With the aim to know the situations of indigenous peoples, the participants visited Dalupirip, in Itogon, Benguet. The area is an Ibaloy community affected by the construction of the San Roque Dam.

The participants proposed the holding of a second summit to be held in Mindanao.

The activity is a joint activity of COURAGE – Cordillera, Dinteg and MRG.. # Via NORDIS
