Baguio City council pushes for law imposing fee on People’s Park

BAGUIO CITY (Aug. 4) — The city council last week approved on first reading and referred to the proper committee the proposed ordinance of Councilor Daniel Fariñas adopting guidelines and schedule of rentals for Malcolm Square.

According to Councilor Fariñas, proponent of the said proposed ordinance, the city should maximized the tourism potential of the area and determine through legislation funds for the general upkeep and beautification of the park.

Basic requirements for effective management and general administration of Malcolm square including manpower, electricity and water, should be considered in the measure, the councilor added.

Fariñas also proposed that the Office for Administration through the City Tourism Office is responsible for operation and management, while the City Environment and Parks Management Office (CEPMO) maintain cleanliness and beautification of the park.

If approved, the measure would require private entities organizing events and trade fairs to pay to the city treasury P3,000 for the first 5 hours and P6,000 for the next 5 hours as rental and maintenance fee for use of the park.

Reservation for the pavilion and stage areas is pegged at P2,000 for every five hours and P4,000 for ten hours, with P400 for every hour.

Charges for space rental for promotional purposes is P50 and P10 per square meter per hour, and any fraction of an hour shall be charged at the same rate.

Commercial streamers that may be posted only for 15 days shall be charged at P30 per square meter per day. A refundable deposit of P100 for the removal of streamer, and P20 site inspection fee shall also be charged.

Event announcement fees shall be at P10 per square meter per day, with same amounts charged for deposit and inspection fee for commercial streamers.

City government sponsored activities however will be free of charge while those sponsored by other government agencies will be charged only 50% of the regular rates to cover water, electricity, security and other expenses. The city shall also extend a discount rate of 25% to charitable institutions or organizations whose purpose for the event or trade fair is to uplift the status of the poor and needy.

Unless commercial in nature, city-sponsored activities shall be free of charge. Other rates may apply for activities, such as those co-sponsored by the city and charitable institutions as well.
