1M CIS project awarded in Kalinga

TABUK, Kalinga (Jan. 20) — Sixteen farmer-beneficiaries here were recently awarded with Communal Irrigation Systems (CIS) amounting to P1 million during a simple ceremony held last week at the Provincial Office of Agricultural Services (OAS).

Governor Dominador Belac Jr. explained that the funds for the 16 CIS projects were allocated in 2004, but was released only in the last quarter of 2005.

On the other hand, Assistant Provincial Agriculturist Juliana Aclam said funds were actually the second release from the originally proposed funds for 34 CIS for rehabilitation during the El Niño in 2004.

She added that the delay of the 16 CIS could be due to lack of follow-up and incomplete papers as she encouraged the recipients to look into the completion of their documents for the immediate release of the funds for implementation.

Aclam said that these projects would be subject for monitoring by personnel from the Department of Agriculture Regional Office, OAS and local officials for proper and strict implementation.

The beneficiaries include Polig Balanggui, Amboy Talyod, Panyao Alicog, Leonardo Tayawa, Tenay Payongpong, Fernando Saga-oc, Teresita Gayaman, Mike Sugguiyao, Sherwin Dulawen, Samuel Langngag and Towile-Macandao from Tinglayan; Capt. Faustino Mangatan from Tanudan; Jerry Anggas and Captain Gabriel Lumbican from Tabuk; Benny Kibayen from Balbalan and Catalino Kinao from Pasil. # Gigi Dumallig/PIA-Kalinga

1000 Kalinga folk get free medical services

TABUK, Kalinga (Jan. 20) – At least 1,000 residents from five barangays of the province received free medical and dental services and medicines during an evangelistic outreach last week.

Dakilang Pag-ibig Diadem Ministries, a Manila-based evangelistic medical-dental team, in coordination with the Tabuk Fundamental Baptist Church (TFBC) gave free medical services to the barangays of Lacnog, Ileb, Pangol, Seet and Bulanao.

The medical mission was secondary to the evangelistic outreach where residents were given spiritual teachings and messages of salvation.

The outreach team was composed of two medical doctors, two surgeons, two dentists, five nurses, two midwives and 10 workers from TFBC.

After the outreach in these five barangays, the team visited the children at the Mt. Hope Orphanage at BCF, Magsaysay where they distributed gift items. # Larry Lopez/PIA-Kalinga

Kalinga LGU pass health ordinance for employees

TABUK, Kalinga (Jan. 20) — The Provincial Board here unanimously approved Provincial Ordinance No. 2005-011 requiring its officials and employees to undertake health examination and appropriating P500,000.00 from the 2006 Economic Development Fund to pay for medical examinations, services and other hospital bills incurred during the health-check.

Board Member Columbus Sallidao sponsored the said ordinance.

“The granting of non-monetary benefits such as free physical examinations will boost the morale and enthusiasm of employees,” he explained adding, “this will result to great efficiency in the performance of their respective task.”

Belac earlier issued Executive Order No. 031 ordering employees of the LGU to submit himself or herself for medical check-up in the provincial or any district hospital while the SP worked on its appropriation. However, the regular benefits of Philhealth members will take charge of any confinement at hospital.

Meanwhile, Provincial Health Officer Dr. Romulo Gaerlan assured that the Kalinga Provincial Hospital is prepared to attend to about 800 LGU officials and employees who shall undergo annual check-up this year.

A grouping scheme would be devised for the schedule of check-up to be furnished to all offices to avoid disrupting the regular hospital routine work. The first option adopted is for employees hold their check up during their birthday.

Meanwhile, Gaerlan appealed for the early release of funding for the annual check-up of employees to procure the needed medicines and for laboratory fees. # Peter Balocnit/PIA-Kalinga

Kalinga LGU approves revised tax code

TABUK, Kalinga (Jan. 20) — The Sangguniang Panlalawigan enacted Provincial Ordinance No. 013 after a series of public hearings. This is aimed at raising additional funds for operations and to finance poverty alleviation programs and projects.

“We have to enact laws to answer our needs and demands especially on financial requirement for LGUs to operate. Government cannot move without the necessary funds. Needs now are becoming complex, so the urgency to raise revenues for our people’s welfare,” said Board Member Sergio Angnganay Jr., the primary author of the ordinance.

For fiscal year 2005, the province was able to collect P17 million in taxes against its target of P10.7 million. From the province’s P267.2 million-estimate share from the 2005 internal revenue allotment (IRA), the provincial treasury office was able to receive P279.2 million, surpassing it by P12 million pesos. Adding all revenues, the province collected a total of P296.2 million surpassing the P277.8 million targets for 2005 by P18.4 million or 6.61%.

Records from the Provincial Treasury Office (PTO) show that the province mainly depends on IRA for its income. For 2005, 83% of the total income of the province was contributed from IRA while 17% came from local taxes. # Peter Balocnit/PIA-Kalinga

Abra CSC goes mobile and online

BANGUED, Abra (Jan. 20) — Having limited resources and only two staff, prompted the Abra Civil Service Field Office headed to set innovations and decided to go mobile and online in 2005.

The said innovation addressed the problem of mobility among local government units and national agencies’ personnel in Abra. Instead of requiring the state workers to travel from the far-flung municipalities to Bangued for their trainings, the Abra CSC field staff reaches out to these agencies. They conduct seminars on Civil Service laws and rules and local executive forum while doing the personnel audits and monitoring.

The online service likewise facilitates the reporting, communication and information system of the CSC. With 27 municipalities to serve, a provincial government and numerous national agencies in Abra, reporting is now easier, timely and less costly with the use of the internet and getting rid of running after hard copies of the resolutions and memorandum circulars for immediate implementation.

These innovations hope to sustain the productivity and quality of public service in the 21st century at high levels. # MTBB/PIA-Abra
