Baguio dads approve firecracker sale, set strict guidelines

BAGUIO CITY — The city council Monday approved the request of the Baguio Retailers of Paputok, Lucis Atbp. Association to sell authorized firecrackers and pyrotechnic devices from December 20 to 31 at the former city auditorium at Burnham Park here.
The approval will be subject to the guidelines, recommendations, terms and conditions set by the Baguio City Police Office, Bureau of Fire Protection, city treasurer’s office and city environment and parks management office.
As approved, only legitimate members of the association will be allowed to sell and this will be validated based on the list submitted by the group.
On environmental health and sanitation, the association will be required to strictly observe cleanliness and sanitation during authorized days of sale including managing their own solid and liquid wastes, with their own trash bins. The vendors are expected to comply with segregation policy and to coordinate with authorities for the proper collection and disposal of garbage generated from the activity.
To ensure security and safe operations, all stall-owners will attend a seminar on fire safety and prevention. Fire safety inspection shall be conducted. They are required to make water and fire extinguishers readily available. No Smoking signs will be posted around the area.
No testing of firecrackers will be done in the premises.
The association will provide their own security personnel.
All firecrackers and pyrotechnic devices to be sold shall be the approved type. Sale of prohibited firecrackers like superlolo, five stars, pla-pla and other dangerous types shall be prohibited. Ignition starters or wicks must not be exposed and must be properly secured. Overcrowding of products should also be avoided.
