Revitalization of mining industry

The mining in the region is part of Pres. Gloria Macapagal-Arroyo’s campaign to revitalize the mining industry, according to Cordillera regional agencies. Earlier last year, Malacanang said that the mining industry will generate $1.4 billion in investments in last three years and raise it to $10 billion by 2011.

The development to be brought by mining, however, is being questioned by elders and local officials. Sagada Sangguniang Bayan Member Jaime Dugao claimed that “development” brought by mining is lopsided for the benefit of corporate interests, even the employment promises will not assure accommodation of the locals who are mostly not having the technical know-how on large and advance mining. Aurora slides into a sinkhole

MANKAYAN, Benguet — Odellon Wallang and two of his children were inside their house along Aurora Street around 11:45 in the morning of June 5 when they were frightened by a loud crashing sound he likened to a plane crash.

Dontogan homeowners opt to nego with landowner

BAGUIO CITY─ More than 200 families affected by the on going demolition at Stonehill Dontogan, Green Valley said they are willing to negotiate with Mariano Tianggilen, owner of the 2.5-hectare land here where their 65 houses stand at present.

Mankayan sinking due to rains and bulk mining

BAGUIO CITY ― Long years of extractive corporate mining of Lepanto Consolidated Mining Company (LCMCo) caused the subsidence and sinking in Mankayan as early as the 1980′s, according to the Cordillera Peoples’ Alliance (CPA).

Baguio's college enrollment high

Colleges and universities in Baguio City posted a higher enrollment rate despite the on-going global financial crisis. This was learned during a Kapihan sa Baguio last June 17 held at the Baguio Convention Center. St. Louis University, for instance, has more than 31 thousand enrollees this school-year compared to 28 thousand last school-year.

"Media Center" in Abra fired at by unidentied perpetrators

World IP alliance hits Peru for dispersal

BAGUIO CITY– An alliance of indigenous peoples worldwide condemned the Peruvian state forces dispersal of non-violent blockaders in the Amazon of Bagua, Peru which led to the death of mostly civilians numbering to more than 100.

UP Baguio opposes Con-Ass

Baguio Fiscal hit for partiality

BAGUIO CITY – Faculty members of the Nursing Department of Easter College filed a motion for reconsideration at the city prosecutor’s office here alleging that a joint resolution issued by Prosecutor Elmer Sagsago reeks with his (Sagsago’s) partiality, and is tainted with procedural and substantive irregularities.

Editorial: The making of a disaster

The ground subsidence or sinking of a huge portion of land in Brgy Sapid, Mankayan was not the first and, from all indications, will not be the last of a man-made disaster that will visit this unhappy part of Benguet province here in the Cordillera region.

This is so because the government agency responsible for identifying the real cause of this massive sinking, the Geoglogical and Mines Bureau (MGB), has over the years insisted that it is due to some natural geological fault in the area, even if people on the ground have consistently pointed out that the maze of tunnels Lepanto Mining Corporation has created and subsequently abandoned underground over decades of corporate mining is the culprit behind this disaster.

When you have a government agency like the MGB which simply refuses to literally unearth the real cause of a major disaster, then you are just inviting more disasters to come.

We can understand why most residents of Brgy Sapid are reluctant to point the accusing finger at their employer because this could mean their immediate dismissal from their jobs, even if they survive on starvation wages. At the same time, the MGB lacks credibility as far as they are concerned, and so they are asking for an independent inquiry into this incident.

But that might not be forthcoming soon as those who have the wherewithal to conduct such an inquiry are few and far between. And then, we would have to contend with a national policy of the present administration which seeks to attract more and more foreign investors into the mining industry. One way to attract such investment is to make light, if not totally exculpate, those responsible for this disaster. Thus, the whitewashing role of MGB.

Given this wider context of the mining industry in the country, the best option really is the call made by Governor Nestor Fongwan of Benguet to the affected residents: Evacuate.

But this is easier said than done. Unless alternative settlement could be identified and the potential evacuees assured of resettlement assistance, then most would stick it out in their present houses until another disaster strikes again. And this is bound to happen sooner or later, especially with the onset of the rainy season.

This is how disasters are made in this country. They are mostly man-made, aggravated, of course, by the vagaries of nature. At the moment, there is nothing in our socio-political system that can make those responsible for such disasters accountable. We live in a season of impunity, and if the top officials of the land can get away literally with lies and murder, how can we expect their subordinates to do otherwise?

And so, the only feasible option is really to evacuate from the affected area even as our brothers and sisters in Mankayan cry to high heavens for help.# nordis.net

Pokus: "Hindi po ako Igorot. Tao po ako"

“Hindi po ako Igorot. Tao po ako,” this statement which was allegedly delivered as a joke (or at least intended to be such) by commediane Candy Pangilinan stirred not amusement but controversy as the statement implied that Igorots aren’t humans. The city council then declared Ms. pangilinan a persona non grata (unwelcome visitor). Bloggers, proffesionals, students, almost everybody, particularly our igorots brothers and sisters criticized Pangilinan. To cut the story, a teary Pangilinan appeared in national television in the presence of the City council and the Igorot people for public apology saying”What happened in Baguio is the most embarrassing, disappointing and painful moment in all my years in the industry,”. Though some of those who heard of the apology muttered and murmured disapproval, the city council decided to forgive the actress but told to undergo daw-es, a ritual cleansing.

Labor Watch: The ever dependent RP economy

According to the National Statistics Office (NSO), the unemployment rate as of April this year went down to 7.5 % (2.84 million) from the 8% (2.92 million) year-on-year. The government is again saying that it has been able to reduce the unemployment rate.

Contrary to this, the Department of Labor and Employment (DOLE), expects the number of workers who will lose their jobs to reach 200,000 by mid-2009. Since President Gloria Macapagal-Arroyo assumed the presidency in 2001, her administration posted unbelievable yearly unemployment rate of 11% in 2001 to 7.5% at present.

From 2001, however, more and more companies and business establishments were closing down and the government did not do anything seriously in making additional jobs to absorb the displaced workers.

The Arroyo government even acknowledged the information of DOLE that half of the total labor force in the country comes from the informal sector or self-employed workers.

Last June 12, during Independence Day celebrations, the government highlighted the event with “Kalayaan 2009 Mega Job and Livelihood Fair”. So many job fairs have been launched in this present administration. The latest job fair is a very clear manifestation on how the previous ones did not really address the growing unemployment problem of Filipinos. This is simply a failure to cope with the worsening crisis.

As Elmer “Ka Bong” Labog of the Kilusang Mayo Uno (May 1st Movement), said “The government wishes to project in a media hype the job fairs, saying it is drawing an ever increasing number of Filipinos who are seeking jobs. But why do more and more people troop to these job fairs if these fairs indeed provide jobs?”

If you are going to look at the jobs being offered at the job fairs, you will notice that more than half of the job offerings and openings are based abroad. This only shows how dependent our economy is in terms of employment and how this administration is bent on selling Filipino labor abroad for more dollar remittances. Instead of seriously looking for ways on how to strengthen the local economy, the government continues to depend on overseas jobs for its citizens.

Most of these jobs, if not all, employ contractual, temporary and are often low-paying jobs. This shows the failure of providing the Filipino workers job security and raising wage levels.

The historic struggles of our forefathers for freedom and independence are put into mockery by Arroyo leading the nationwide commemoration through illusory and fantasy-filled job fairs.

Mineworkers of Lepanto Consolidated Mining Company (LCMC) still suffer from the work-rotation scheme employed by the company. LCMC implemented this scheme in November 2008.

According to the DOLE advisory regarding the implementation of such labor-flexibility arrangements, the duration is six months. Until now, however, surface workers of Lepanto are only working for 15 days a month.

Although underground workers have resumed regular work last month, their payroll is still delayed. # nordis.net

Road concreting work irks locals

BAGUIO CITY — Residents of the affected areas of the road projects at Loakan and Kennon roads, here, condemned the Department of Public Works and Highways (DPWH) simultaneous projects which now cause heavy traffic.

In a Monday meeting of the city council here, DPWH Baguio City District Project Engineer Alfredo Bannagao Jr. agreed to cover the scraped road at the Poliwes part of Kennon Road with gravel to allow a two-lane passage in the area. The meeting was held due to public pressure clamoring an explanation for the scraped part of the Kennon Road which caused half of the road impassable especially when it rains. Amburayan River diversion opposed

LA TRINIDAD, Benguet — Indigenous peoples (IPs) of Kapangan in this province and Santol, La Union opposed the plan to divert the Amburayan River from Pudong, Kapangan to Alilem, Ilocos Sur to feed the Luzon hydroelectric power plant.

The said IPs expressed their opposition in a resolution the barangay council of Gadang, Kapangan passed on May 20, and subsequently adopted by both the Amburayan Ancestral Landowners Association (AALOAI) on May 28 and the barangay council of Sapdaan, Santol on May 30. Read the rest of this entry →

Progressive group workshop raided

CAGAYAN VALLEY — At around 12:00 midnight of June 11, some 20 to 30 heavily armed men in camouflaged pants, ski masks and bonnets barged into a resort house where members of peoples organizations and party list groups were conducting a planning workshop in the Masscoop Resort compound, in Masitsit, Sanchez Mira, Cagayan province.
