Kin, friends renew call to surface abducted activist

BAGUIO CITY — The family, clan, colleagues, as well as friends of missing Cordillera Peoples Alliance (CPA) member James Moy Balao held a photo exhibit and information drive at the public market of La Trinidad, Benguet on enforced disapearances (EDs) and extra-judicial killings (EJKs) on Friday, the 213th day of his (James) disappearance.

5 soldiers hurt from NPA encounters

BAGUIO CITY — At least five troopers of the 5th ID of the Armed Forces of the Philippines were wounded by members of the Leonardo Pacsi Command (LPC), New Peoples Army-Mountain Province (NPA-MP) on March 30 to April 1 at Mt. Bato and Mt. Degway, Mainit, Bontoc.

According to an e-mailed report from NPA-MP Spokesperson Ka Magno Udyao, the LPC monitored heavy AFP troop movements. Youth condemn “dispersal” of lobby vs. cha-cha

BAGUIO CITY — Youth leaders in this city condemned the dispersal and confiscation of the placards of Kabataang Pinoy Party members who trooped to the House of Representatives Tuesday, to lobby lawmakers to “address the unemployment issue instead of stubbornly pushing for charter change against the people’s will.”

Mayor confirms Casa Vallejo restoration

Baguio City — Reinaldo Bautista Jr. confirmed during the weekly Ugnayang Panlungsod last April 16, 2009 that they will not change the original style of the Casa Vallejo which is located at the Upper Session Road.

200 thousand spent Holy Week in Baguio

BAGUIO CITY — An estimated of 200,000 visitors spent their Holy week here, according to Gabby Keith, officer of the city tourism office. About the same number in the same period last year. Throughout the year an average of 1.7 million visitors come to Baguio every year.

He also added that according to accredited tour guides the room occupancy reached as high as 90-95% during the Holy Week. “Sometimes, we are short of accommodations especially when there are too many visitors which is very nice because it also helps the nearby towns like La Union in terms of business.” Read the rest of this entry →

US ambassador donates solar power lamp

Beverly Bugnay, 17, one of the SPES’ grantees expressed her gratitude about this government program for students like her which she said is helpful in her financial needs. DOT promotes trekking in Benguet

Baguio City — For this summer vacation, the Department of Tourism (DOT-CAR) is promoting two trekking – the Mount Santo Tomas, Tuba, and the Fun Trek at Atok, BenguetProvince.

The Mount Santo Tomas Climb, “A Trek to the Cradle of Nature”, is on May 1 -2. The trek aims to promote Santo Tomas for spiritual pilgrimage, to showcase the breathtaking beauty of nature Tuba can offer and to promote its vegetable industry. Visit to the Mummy Cave, view of Mt. Bangued MHO implements Garantisadong Pambata Program

BANGUED, Abra — The Municipal Health Office here implemented the Department of Health’s Garantisadong Pambata (GP) program, long before the DOH launched its nationwide campaign on Wednesday last week.

The GP Program is a twice-a-year health campaign of the DOH where a package of services such as immunization, Vitamin A capsules and de-worming drugs are given to children below 5 years old as well as the improvement of maternal health in the country which is very closely linked with the health and welfare of children. The team wil also give oral vitamins and tetanus toxoid to pregnant women who have not been administered the immunization yet. PHEMS established in Kalinga

TABUK, Kalinga — The province formed its Provincial Health Emergency Management System (PHEMS) based at the Provincial Health Office here to ensure round-the-clock watch over emergency cases. This is the provincial counterpart of the Public Health Emergency Management System of the national government. As partners in assuring health care to victims of natural and manmade disasters, the national government provides needed equipments, medicines and fund for the center, while the province takes charge of its operation and maintenance.

NVizcaya has sufficient rice supply

Bayombong, Nueva Vizcaya — The province continues to enjoy self sufficiency in rice. “There is no rice shortage in Nueva Vizcaya”. In fact, we even supply our neighboring provinces of Ifugao and Benguet of our produce,” said Felipe Panganiban. provincial agriculturist here.

Panganiban likewise warned the need to preserve the limited areas for agricultural purposes inorder to sustain the supply of rice in the province. “There is a need to prevent unnecessary massive land conversions of agricultural lands into industrial and commercial purposes,” he said.

Panganiban also attributed the increase in rice prices to the continued escalation of palay prices from the rising costs of farm inputs. # PIA NVizcaya

Plane wreckage found in Baggao, Cagayan

Tugegarao City — The wreckage of the Chemtrad BN Islander plane which was reported missing since April 2 was found in the area of Sitio Bayang, Barangay San Miguel, Baggao, Cagayan. There were no reported survivors. The seven passengers are : pilot Capt. Tom Yanes; Capt. Reyner Ruiz, co-pilot; Avelardo Baggay; James Bakilan; Celestino Salalay; Joel Bastico and Rolly Castanos as reported by the Cagayan Police Provincial Office and Isabela Police Provincial Office, Police Regional Office 02.

On two PAF helicopters, rescuers from the Police Regional Office 2, Regional Disaster Coordinating Council of Cagayan, and Philippine Air Force (PAF) retrieval operations were hindered by poor weather conditions Tuesday afternoon. # PNA

BAGUIO CITY — Experts on indigenous issues pointed out that the government’s go signal for foreign corporations to conduct mine explorations on Mount Pulag’s foot -despite it being an ancestral domain and declared as a state protected area – is traceable to state policies which are colonially-inspired and anti-indigenous peoples.

Lawyer Jose Mencio Molintas, a member of the Ibaloi tribe of Bokod, and a member of the United Nations Human Rights Council’s Expert Mechanism on the Rights of Indigenous Peoples said that these state policies perpetuated historical injustices which are concretely manifested by the exploration permit applications on the foot of Mount Pulag. Claver named KASAPI chair emeritus

During the first quarter meeting of its newly installed Executive Committee and reconstituted Project Management Office, KASAPI learned that a legislative move initiated by Billy Claver was a decisive stroke that made official the recognition of the indigenous peoples’ (IP) rights to ancestral domain in the constitution. A journey to Mountain Province

Found in the heart of the Cordillera mountain ranges, Mountain Province takes your breath away. Beautiful and breath taking sights. You get to do some heavy gasping and panting as you trek to see the most of them. The province has the effect of making story tellers gush and ramble on — despite attempts to calm them. But one has to try and this is why I decided to write my story of the province.

Mountain Province is approximately six hours ride by bus from Baguio City. A popular destination among many because it affords visitors peace and calm. The place is largely untouched, boasts of crystal-clear falls and natural forests. A result of their indigenous practices on forest management and agriculture, and of course the brave defense of their homeland. Remember the opposition against the World Bank-funded Chico River dam of then Pres. Ferdinand E. Marcos. It could have submerged riverside towns and villages if it were not for the cooperation and united stand of the people to stop the project at all cost. Read the rest of this entry →

Editorial: Advancing the politics of change

As the 2010 election approaches, politicians of various types, colors and sizes can be seen busying themselves to court their constituencies. This is especially true for those aspiring for national positions who have to cover a relatively wider audience and territorial spread. Thus, the regional sorties of those aspiring for seats in the Senate, but especially those hoping to be the next Malacanang occupant. Together, with their increasingly more ubiquitous media presence either as product or cause endorser, one cannot escape the pervasive message that elections are, indeed, forthcoming.

But unlike in the past when electoral preparations were solely the prerogative of the moneyed class or their political agents, this time the better organized and more militant sectors of the lower classes are also gearing up for the next electoral battles. Unlike in the past when this section of our society would just wait whatever their supposed political betters would dish out to them come election day, now they – or at least a significant portion from their ranks – have taken the initiative to push their agenda of change.
