Mankayan folk asks NCIP to stop Crescent mining exploration

BAGUIO CITY (Nov. 23) — Residents of farming villages in Mankayan, Benguet affected by an on-going mining exploration, petitioned the National Commission on Indigenous People (NCIP)-Cordillera to stop the exploration which allegedly failed to get their consent.

The regional director of the NCIP-CAR lawyer Amador Batay-an confirmed in a phone interview that there is no free, prior and informed consent (FPIC) from the people in relation to the Crescent Mining Development Corporation (CMDC) mining explorations in the affected communities. Cordi IPs, workers hit gov’t mining safety celebrations

BAGUIO CITY (Nov. 22) — Cordillera indigenous peoples and workers’ groups condemned the mine safety week celebrations of the Mines and Geo-sciences Bureau-Department of Environment and Natural Resources (DENR) iterating that large-scale corporate mining is unsafe.

“MGB and DENR officials are at Camp John Hay enjoying themselves while indigenous peoples in mining host communities continue to suffer the ill-effects of corporate mining,” Cordillera Peoples Alliance (CPA) Deputy Secretary General Santos Mero said during a recent press conference. The illusion of mining safety

The worker’s plight

Julio, (not his real name) has worked as a miner for the Lepanto Consolidated Mining Company (LCMCo) for the past 20 years, receiving the minimum wage of a little over P400 to feed a household of eight. For the past 20 years as a miner, his family’s life has not progressed much. This June, during drilling and blasting underground, he was struck by falling rocks, leaving his right leg fractured. A brace has been affixed to his leg to support him, until he completely recovers.

The company did not offer any assistance during his hospitalization. He laments that his daily wage as a miner was never enough to feed his family, how much more now that he is unemployed and lives on a P200 daily allowance from his employees’ compensation. “Awan ti naipundar ko iti 20 tawen a panag trabahok isunga awan maipatawid ko kadagiti ubbing nu di diay bunga koma ti panangikaradap ko kadagiti ubbing a makaeskuwela” (I was unable to put up anything during my 20-year employment, thus I cannot leave my children any wealth but their education) Julio said. Baguio council car plan a mistake

BAGUIO CITY (Nov. 22) – Acknowledging a snowballing adverse public opinion over the city council decision to appropriate almost P20 million for public officials’ vehicles, a city councilor here has mustered humility accepting “the mistake”.

Japan bank withdraws San Roque dam funding

URDANETA CITY (Nov. 20) — The Japan Bank for International Cooperation (JBIC) backed out as financier of the irrigation component of the San Roque Multi-Purpose dam as a result of the killing of peasant leader Jose Doton.

Ifugao teachers frown at election pay cut

LAGAWE, Ifugao (Nov. 23) — Ifugao public school teachers who served during the Barangay and Sangguniang Kabataan (SK) Elections complained of the reduction of their honorarium.

The teachers said they received P1,000 instead of the promised P2,000 for their services during the elections as members of the Board of Election Tellers (BETs). Traffic coding suspended, no-parking zones designated

Asin landowners drop talks with Baguio gov’t

BAGUIO CITY (Nov. 23) — The Tadiangan-Nangalisan Hydro Ancestral Landowners Association, Inc. (TNHALA) in a resolution November 3, informed city officials the group glost interesth to continue talks with the city.

The group also issued an ultimatum to the city government “to vacate the premises occupied by the Asin Hydroelectric Plants, including improvements traversing properties occupied by its members within 30-days.”

City administrator and Asin Management Committee- Technical Working Group (ManCom-TWG) head Peter Fianza said the hydro facilities were there even before Sinot’s group.

Kalinga reorganizes Tourism Council

TABUK CITY, Kalinga (Nov. 23) — The Kalinga Provincial Tourism Council (PTC) chose its new set of officers at the Sangguniang Panlalawigan Hall last November 19.

Indigenous students benefit from NCIP scholarship

SAN FERNANDO CITY, La Union (Nov. 22) – Some 820 indigenous students in the Ilocos Region are among the beneficiaries of the government’s P85 million scholarship program.

According to Secretary Domingo F. Panganiban of the National Anti-Poverty Commission, the government has allotted P85 million for the said scholarship program for school year 2008-2009.

The government intends to benefit 13,100 indigenous students through the National Commission on Indigenous Peoples (NCIP) Educational Assistance Program (EAP). The said scholarship allots P5,000 per semester for college students, P2,500 for high schools and P1,000 for elementary per school-year. # Renee F. De Guzman/PIA La Union

Editorial: WB probe on corruption must not go to waste

A few days ago, a news story rocked the regime of Gloria Macapagal-Arroyo so abruptly, like a solid punch to the jaw, that GMA’s spokespersons have until now merely reeled and mumbled, and have not said anything intelligible on the issue.

The story is simple enough, and all the more jarring: the World Bank had deferred a whooping $232-million loan to the Philippines, as aid to Phase 2 of the National Roads Improvement and Management Program (NRIMP), due to “strong signs of collusion and excessive pricing” in two major contracts for NRIMP-1 that were rejected in the past several years. The WB said discussions on the NRIMP-2 loan will only continue once its own internal investigation is concluded. Read the rest of this entry →

On 14-16 November 2007, I attended the 45th Annual Meeting of the Philippine Economic Society. Some of the papers presented were as follows:

• University of the Philippines School of Economics Professor Dr. Dante Canlas said that most of the growth in real per capita gross domestic product (GDP) in the Philippines is due to an increase in the capital-labor ratio and hardly any from technical progress, and that this growth pattern is not sustainable.

• Asian Development Bank’s Dr. Jong-Wha Lee said that East Asian countries grew faster than the rest of the world in the last four decades, and the growth performance can be attributed to strong fundamental growth factors like investment rate, human resources, fertility, institutional quality, macroeconomic stability, and the degree of trade openness. From Under This Hat: An Igorot under a Chinese hat

Have you watched a Chinese kung-fu movie where the characters dressed in old-style Chinese dresses? They also have that round hat fitted to the top of the head like a helmet. Well, I thought that was the hat I was wearing when I got to Shanghai. But no, it was not. I can’t pass for a Chinese even if I was chinky-eyed, fair-skinned and of light build. Along the way, somebody changed my hat into one of an overseas Filipino worker (OFW) in Shanghai. And I didn’t get to meet any one OFW in Shanghai.

I was in the middle of the Challenge Bibendum. This is a big corporate annual convention hosted by Michelin, the tire maker, itself represented by Bibendum (the mascot of Michelin) that was celebrating its birthday today through the said convention. In attendance were car makers, car-accessory makers, distributors, raw material suppliers, fuel producers, etc., and people such as I who had nothing to do with these things, not even with the routine work of driving a car. Labor Watch: To the next battle

Mankayan folk must be so relieved after experiencing four elections in a year. Last May, they participated in the national and local elections for the country’s government officials. In the month of June, they saw the mineworkers of the Lepanto Consolidated Mining Company (LCMCo) vote for their officers through a local election (LE).

Then last month, they took part in the barangay elections, and saw their neighbors who won and who lost. This month, they witnessed the recently concluded certification election (CE) of the mineworkers. Read the rest of this entry →
