BAGUIO CITY (June 20, 2007) — All rest houses and other houses of Bucloc town (Abra) Mayor Mailed Molina are closely being monitored now after authorities failed to find his alleged drug laboratory.

Philippine Drug Enforcement Agency-Cordillera (PDEA) Chief Sr. Supt. Oliver Enmodias bared that Molina’s rest houses in Tayum town including the rest house raided Friday last week and his house in Bangued may have become the temporary refuge of the paraphernalia that produced “hashish” from marijuana. Military harasses NGO workers

TABUK, Kalinga (June 22) — Military elements interrogated and harassed field staff of a Baguio-based health non-government organization while volunteers were doing community work in Balbalan, Kalinga on June 16 and 17.

Volunteers of the Community Health Education Service and Training in the Cordillera Region (Chestcore) were in Sitio Ubel in barangay Gawaan when elements of the 21st and 77th Infantry Battalion of the Philippine Army of the Armed Forces of the Philippines (AFP) reportedly interfered in their activities. DPWH admits no funds yet for Baguio flyover

BAGUIO CITY ( June 21) – The Department of Public Works and Highways (DPWH) top brass admitted Thursday Congress is yet to approve additional funds for the stalled flyover at the Baguio General Hospital rotunda, here.

DPWH Dir. Mariano Alquiza said, it is Congress that would approve the additional P64 million to complete the BGH rotunda structure, it being funded from national budget. Originally, it was conceptualized to cost only P88 million, but according to Alquiza, the delay in the project implementation paved for increases in the price of construction materials. Comelec failed to set proclamation of winners

BAGUIO CITY (June 22) — The Provincial Board of Canvassers (PBOC) of Isabela province will convene on June 27 to canvass the votes from two Isabela towns, Ilagan and Tumauini, according to Governor Grace Padaca.

Faustino Dy is contesting 109 election returns from Ilagan and 61 election returns from Tumauini, claimed Raffy Jacinto, an official of the Proclaim Now Movement (PNM), an alliance of various sectoral groups calling for the proclamation of the winning gubernatorial and vice-gubernatorial candidates of Isabela. No need for PNP checkpoints in Baguio

Consumers oppose Beneco’s power supply application

BAGUIO CITY (June 20) — A group of electric consumers is set to oppose Benguet Electric Cooperative’s (Beneco) application for approval of its electric power supply agreement (EPSA) with Hydro Electric Development Corp. (Hedcor), at the Beneco office here.

The local Chapter of the National Association of Electricity Consumers for Reform (Nasecore-Cordillera) an electric consumer group, submitted its five-point opposition dated June 18 to the Energy Regulatory Commission (ERC) only on June 19, when it entered its opposition as intervenor in the public hearing. Mindanao veggies threaten Benguet crops

LA TRINIDAD, Benguet (June 21) — Incoming Benguet Governor and former La Trinidad Mayor Nestor Fongwan admitted that Mindanao crops threaten Benguet temperate vegetables in marketability as he assured local farmers of local government support to the vegetable industry.

Benguet farmers urged to produce own fertilizer from trimmings

LA TRINIDAD, Benguet (June 22) — A local official here said composting would help address waste management and soil acidity problems of Benguet.

During the regular Kapihan sa Benguet this week, former La Trinidad Mayor and Governor-elect Nestor Fongwan urged all farmers to do composting in their homes. Kennon off limits to settlers — Bureau of Lands

BAGUIO CITY (June 18) — A considerable portion of the national highway, Kennon Road, being considered as a part of the national heritage and the gateway to this mountain resort city, is not intended for residential purposes and that houses built on it are considered illegal structures, an official of the Bureau of Lands boss told Baguio City councilors Monday.

Appearing on request by the city council, Department of Environment and Natural Resources (DENR) Bureau of Lands Regional Technical Director Victor Carantes said some 60 meters on both sides of any national road along a forested area is road right of way (ROW), and that no residential nor commercial building may be allowed. Political ally of newly elected Abra governor slain

BAGUIO CITY (June 21) — A known political ally of newly elected Abra governor Eustaquio Bersamin was killed on Tuesday noon, the latest victim of killings in the province.

2 buses robbed in Ifugao, 1 passenger killed

LA TRINIDAD, Benguet (June 17) — Armed robbers had a heyday on Saturday when they held up two buses in Tinoc, Ifugao and killed a lady passenger.

25 BSU students beneficiary of Euro business training

LA TRINIDAD, Benguet (June 22) — Twenty-five students of Benguet State University (BSU) are the first beneficiaries of WIWAG Business Week program that resulted in a partnership between Education for Youth Enterprise (EYE) Foundation and Globe Telecom Bridging Communities (BridgeCom).

In a press conference here Monday, Globe Public Relations Head Jones T. Campos explained WIWAG is a contraction of two German words to mean Business Week. He added, it consists of a revolutionary business management simulation training program which originated from Switzerland and has become part of the curriculum in Swiss and German high schools. Editorial: Kadiri and garapal generals can never bury the truth

The newly-elected 14th Congress has yet to convene, but already it has generated some sparks when Senator-elect Antonio Trillanes IV pleasantly surprised the millions who voted for him by coolly stating that among his first priorities were to officially probe into the extra-judicial killings, and particularly into the alleged involvement of the AFP.

Trillanes’ plan immediately garnered support from other legislators such as Sen. Drilon and other Liberal Party stalwarts. Drilon emphasized that “it’s a good area of inquiry not for the purpose of looking for the guilty ones but for purposes of finding out if indeed, this is an unwritten policy.” Read the rest of this entry →

Blaming the anti-Jadewell “trouble makers”

I saw acting Mayor Peter Rey Bautista on the local TV when he was claiming that his name was just dragged into the case filed by Jadewell against local officials. By the tone of his statement, he was blaming the small group of “trouble makers” about the inclusion of his name in the case. He claimed though that he would take all means to block the return of Jadewell’s controlling our streets.

I support his move to take all legal means to prevent the return of Jadewell, but I like to point out to the acting mayor – soon be full pledge mayor – that anti-Jadewell “trouble makers” were just exercising their constitutionally protected rights when they launched protests against Jadewell. Their freedoms of speech, and expression, and assembly are provided for by the constitution. Much more so that the ordinance which grants Jadewell the right to collect parking fees on our streets has been repealed by the City Council, they had all the right to exercise their rights against Jadewell. GMA just signed into law the Anti-Red Tape Act of 2007, otherwise known as “An Act To Prevent Graft And Corruption And Improve Government Services To The People By Cutting Government Bureaucratic Red Tape.”

Red tape in the government has been so ingrained in the system that it is like a plague that has been there for a very long time and it seems like we cannot get rid of it. From Under This Hat: WIWAG and that edifice in the middle of the BGH rotunda

Two days ago, Friday, 25 students of the Benguet State University finished a business course tagged as WIWAG (Wirtschafts – Wochen-Ag) a German name meaning “Business Week”. It was a five-day, input-heavy course that the resource persons worked at to simplify so the young trainees may identify with and retain its lessons. Most of them were from north Benguet, La Trinidad, one from Apayao and from Pangasinan.

The resource persons came from companies who sponsored the WIWAG program. They were the President of Union GalvaSteel Inc. a Baguio boy and alumnus of Baguio City high School, Mr. Arthur M. Florendo; and Globe Telecom heads and once Baguio boys: Jones T. Campos, head of the PR division ; and Jeffrey Tarayao, Community Relations Head and lead in their Corporate Social Responsibility Program; and Elaine Mapa, head of the Education for Youth Enterprise Foundation.
