CPA hits Cordi congressmen for backing ATB

BAGUIO CITY (Feb. 23) – The National Union of Journalists of the Philippines (NUJP) will challenge the constitutionality of the Human Security Act 2007 or more popularly known as the Anti-terrorism Bill (ATB) once President Gloria Macapagal-Arroyo (GMA) signs it into law as the Cordillera People’s Alliance (CPA) assails Cordillera congressmen for endorsing the passage of the bill.

NUJP-Metro Baguio Secretary-general Arthur Allad-iw said his group is questioning the constitutionality of the ATB should it be signed into law it may raise this question to the Supreme Court. He said the passage of the ATB disregards the Supreme court decision declaring the Presidential Proclamation 1017 or the State of National Emergency unconstitutional. Read the rest of this entry →

Cordi rights groups urge gov’t to consider Alston’s report

BAGUIO CITY (Feb. 23) – Human rights advocates in the region challenged government to seriously consider and study the findings and recommendations of the United Nations Special Rapporteur on Extra Judicial Killings, Summary or Arbitrary Executions.

Atty. Randy Kinaud, secretary general of the Cordillera Human Rights Alliance (CHRA) urged the government to seriously look into Alston’s findings instead of criticizing it as biased. MP principal denies NPA hand in school burning

BAGUIO CITY (Feb. 23) – The principal of an elementary school of Mountain Province denied a media report that the revolutionary Cordillera Peoples Democratic Front (CPDF) leader demanded P300,000 from their school as donation to the communists movement and that at the moment, they do not blame anybody or any group yet on the burning of their school buildings as police investigation is on-going.

Mrs. Belena M. Gamonac, a principal of the Tonglayan Elementary School (TES) of Natonin, Mountain Province, claims that CPDF leader Simon “Ka Filiw” Naogsan never approached her to demand payment of P 300,000 or any amount for that matter. Read the rest of this entry →

Baguio media wear black to protest killings

City council wary of flyover budget oversight

BAGUIO CITY (Feb. 19) – One oversight after another in the program of work figures of a government infrastructure project here has made the city council seemingly wary as they aired so many questions on it.

“The Baguio Flyover project, at the Baguio General Hospital rotunda, will not be completed if the Department of Public Works and Highways (DPWH) does not get the P64 million for Phase V; or the needed funds on top of the P106 million to complete Phases I to IV of the said project,” the regional highways director told the city council here, last Monday. Jueteng payola stirs Baguio City council

BAGUIO CITY (Feb. 22) – Dismissing allegations made by Councilor Galo D. Weygan in his privilege speech as hearsay, the city council nevertheless agreed to bring the issue of jueteng payola to the attention of concerned public officials and agencies and take up the issue during an executive-legislative meeting.

Anakpawis, other partylists call for Beltran’s release

BAGUIO CITY (Feb. 23) — People’s ogranizations supporting the Anakpawis party list held a march rally here Friday calling for the immediate release of Anakpawis Congressman Crispin “Ka Bel” Beltran .

Leonida Tundagui of the Kilusan Mayo Uno-Cordillera said the activity also commemorates the anniversary of Ka Bel’s arrest and detention, on February 25 last year. She said the activity also coincides with the anniversary of President Gloria Macapagal-Arroyo’s Presidential Proclamation 1017 (February 24, 2006) and EDSA people Power 1 (February 22-26, 1986). Benguet Provincial Agriculturist says frost damage only P100,000 not P10 million

LA TRINIDAD, Benguet (Feb. 22) — The Benguet the Office of the Provincial Agriculturist (Opag) pegged at P106,744.76 the actual cost of damage from frost brought by the recent cold spell late last month, far lower than the P10 million initially estimated for media by Atok Mayor Concepcion Balao.

Provincial Agriculturist Lolita Bentres, also reported to the Benguet provincial board the frost that hit Benguet last January 30 affected only 40 farmers and 6.6 hectares. Read the rest of this entry →

MGB says no permit for AMMEC yet

LA TRINIDAD, Benguet (Feb. 22) — The Mines and Geo-sciences Bureau (MGB) of the Department of Environment and Natural Resources (DENR) confirmed that the Al Magan Mining Exploration Corporation (AMMEC) has no authorization or permit to conduct mining exploration activities in Barangay Lubo, Kibungan.

Earlier, residents of Lubo said that the entry of AMMEC representatives was illegal and violated the provisions of the Indigenous Peoples Rights Act (IPRA) for a free prior and informed consent (FPIC). Read the rest of this entry →

Asin land claimants await MOA with Baguio City

Bartenders join Panagbenga

BAGUIO CITY (Feb. 17) – Philippine Bartenders League (PBL), Baguio City Chapter contributed their nationwide competition on flair tending at the Baguio Convention Center last February 16 as part of the month long Panagbenga Festival activities.

Exactly 21 years ago, a convergence of various political groups unseated the dictator Pres. Ferdinand E. Marcos, who had ruled the country for some 21 years as if it were a dynasty.

Known worldwide as People Power Revolution or EDSA I, the conditions that time manifested grave economic crisis and massive political repression. Human rights violations recorded was done with impunity by the Marcos military and police that actually contributed to the growth of revolutionary organizations. Friday, February 23, has been a very important day for journalists – both in the Philippines and abroad.

First, Friday was an important day, it was declared the international day of action against impunity and for the safety of Filipino journalists by the International Federation of Journalists (IFJ) to which the NUJP is an affiliate. Data shows that since 2001, 50 journalists were extra-judicially killed. Brutally Frank: The government: a murderer?

Widows wept and orphans wailed. People rose up in rage as they blamed the government. They shouted in anger at the government’s disdain. The shouts and the cries grew louder and stronger. The world heard what the government refused to hear. The world saw what our government claims to be inexistent. But the killings went on – like a phantom robbing lives in the dead of night.

The fingers point to Malacanang. Malacanang pointed to the Communist Party of the Philippines – and then the finger is pointed back. Then it became an issue of statistics as the government accused militant groups of bloating up the numbers of extra-judicial killings. All sides accuse the other sides of exaggerating facts and manufacturing propaganda to gain public sympathy and make the other sides look more disgusting. And the killings continued. Labor Watch: Petition for Certification Election

Certification Election (CE) is a process by which all employees, included in an appropriate bargaining unit falling in same and similar category of work in a company or establishment, choose their sole and exclusive bargaining representative through a secret balloting.

Any legitimate labor organization can file a Petition for Certification Election (PCE) any time provided they met the requirements and categories in the issue of representation. Where there is a union, PCE can be filed 60 days before the lapse of existing Collective Bargaining Agreement (CBA) or until the day before the scheduled CE. Read the rest of this entry →

This February, students from different colleges and universities are again facing threats of tuition and other fee increases.

As enshrined in Article IV, Sec. 5 of our Constitution, education is a basic right of every Filipino Youth. In reality, however, only 22 million out of the 40 million youth of school age are studying. It is because diplomas now come with a price tag that goes higher every year, a clear manifestation of the commercialization of the Philippine education, a characteristic that this government fails to resolve. If one of you wants to be great, you must be the servant of the rest; and if one of you wants to be first, you must be the slave of all. For even the Son of Man did not come to be served; he came to serve and to give his life to redeem many people .” — Mark 10:42-45

The EDSA Event

I was one of those millions who went to EDSA during those four days of February 1986 leading to the downfall of the Marcos Dictatorship. I went there not to take pictures, but to take side – the side of a people who suffered so long, but now regained its courage and determination to put an end to a well-entrenched dictatorship. It was indeed a very exciting and meaningful experience. It inspired other peoples of the world similarly situated to have their own peaceful revolution.

Today, however, the splendor of EDSA seems to have gone. All that is left is the bitter taste of betrayal. Nevertheless, as someone said if EDSA has not realized the lofty dreams for which it was waged, then the point is not to forget EDSA, but rather to remember it well. If EDSA has been betrayed, then the point is not to betray it some more, but rather to stop betraying it. The fact that EDSA has not brought peace and prosperity to our people should not mean reviving martial law or adopting any of the authoritarian governments that abound in Asia and elsewhere. Rather, it should mean reviving the Spirit of true democracy, the one that gives genuine power to the people. Read the rest of this entry →
