The Balao family, friends, activists and students of the University of the Philippines Baguio gathered last September 17 for a brief program at the lobby of UP Baguio. It was seven years ago on this day that James Balao, a founding member of the Cordillera Peoples Alliance (CPA), was “arrested” by armed men at Tomay, La Trinidad in Benguet. The armed men introduced themselves as policemen who were “arresting” James.

James remains missing.
