BAGUIO CITY — The provincial command of the Philippine National Police (PNP) reported that members of the New People’s Army (NPA) in Ifugao campaigned for their chosen candidates during the recently concluded post election assessment conference here last May 28.
Police Provincial Director PSSupt. Angelito A. Casimiro reported that NPA rebels actively campaigned for their chosen candidates from Senators down to municipal councilors. He disclosed that the rebels campaigned for Makabayan Senatorial bet Teddy Casiño and Katribu partylist. He however did not name other candidates supported by the rebels.
“The NPA effort at Asipulo and Tinoc involved a total of about 35 armed regulars backed by an undetermined number of mass base supporters providing intelligence while campaigning for Teddy Casiño, and Katribu,” the PNP power point report read.
He explained that these rebels are part of the Rebolus-yonaryong Kilusang Lihim (RKL, Revolutionary Underground Movement) composed of the Nona Del Rosario Command (NDRC) and its mass based leadership and are in charge of intelligence gathering for the deployment of units to strategic locations to interfere in the transmission of election results and retrieval of PCOS machines.
Casimiro disclosed that the rebels focused their campaign in Asipulo and Tinoc. He also cited that bulk of the 1,064 Katribu votes came from Asipulo. He added that the 697 Katribu votes from the municipality of Tinoc came from Barangays Tullodan and Binablayan.
The provincial police director further disclosed that apart from the armed regulars the “Hayag na Kilusang masa (HKM or Open Mass Struggle)” that is the Ifugao Research and Development Center (IRDC) “synchronized alliance-building with candidates from Congressional to Municipal level, and creating a political machinery by organizing Katribu barangay chapters throughout the province”.
“The effectiveness of the effort against the HKM may be drawn from their failure to accomplish their target of 16,000 votes for the T4S (Teddy for Senator) campaign and Katribu partylist. The PPCRV’s unofficial vote count shows that Teddy Casiño garnered 9,957 votes or just 62% of their target, while Katribu got 7,072 or 44%. The former is attributed to last minute endorsement by Rep. Teddy Baguilat,” Casimiro’s power point presentation further read.
Casimiro also disclosed that based on CNN (Communist Party of the Philippine-National Democratic Front of the Philippines-New People’s Army) documents the electoral efforts of rebels in Ifugao was aimed at maximizing votes for their chosen candidates.
He added that the 502nd Brigade under the 5th infantry Division of the Philippine Army (PA) intercepted an NDRC communication directing its units to implement a CPP directive to “strike down AFP units carrying out suppression operations under guise of election duty”.
The police director however stressed that amid these threats the PNP and the PA successfully secured the May 13 polls and retrieved the PCOS machines. # nordis.net
