LA TRINIDAD, Benguet – Committee on Health and Sanitation, and Peace and Order both recommends to the Sanguniang Panlalawigan of Benguet to support Sanguniang Bayan of Itogon’s resolution urging Benguet Corporations immediate transfer of their installed refinery plant.

According to Board Member Bernard Waclin the residents already identified an area where the refinery plant can be transferred. He added that the location is about 1000 meters away from the residential area. However Department of Environment and natural resources (DENR) still needs to survey the area and assure that the toxic fumes can no longer harm the residents.

He said that the residents are not prohibiting the operation of the refinery plant but the company should see to it that the health of the residents are secured specially the children’s health.

He added that there are already reported cases that some residents are sick from the smoke emitted by the refinery plant.

SB resolution No. 041 series of 2013 is urging Benguet Corporation (BC)-Acupan Contract Mining Project (BC-ACMP) to transfer its refinery plant acting on the compliants of residents of Keymen’s Hill on the smelting and burning process which is affecting the health of their children.

He added that the matter started in 2010, and proper actions were undertaken to address the issue however the company did not comply to all those requirements they have given.

Through Resolution number 94 series of 2012 and reiterrated by resolution no. 189 series of 2012 of BC conducted an air quality test on the exhaust emission of the scrubber, however the result was not valid because the test was conducted when the refinery plant was not operating.

BC was again called to conduct another air quality test in the presence of the Local Government Unit, Barangay council, DENR, provincial government and the affected residents, yet no test was conducted. # nordis.net
